HB 2750: PAY INCREASE OR LONGEVITY PAY?

The Legislature wants you to choose:
PAY INCREASE OR LONGEVITY PAY?

On Monday, March 10, 2014, the Kansas House Appropriations Committee introduced HB 2750.  This bill:

  • Provides a 3% pay increase to all classified employees earning less than $35,000.00 per year;
  • Provides a pay increase on a sliding scale for all classified employees earning over $35,000.00 per year.  Classified employees earning near $35,000.00 per year will receive close to a 3% raise.  The amount of the raise will decrease as pay increases, with the highest-paid classified employee receiving a .5% raise.
  •  Eliminates longevity pay as of June 8, 2014.

Longevity Pay Basics

Only employees hired before 2008 are eligible for longevity pay.  Longevity pay is paid once an employee has achieved ten years of service.  It is paid out once per year, with the employee receiving $40 for each year of service.  Longevity “caps” at twenty-five years of service.  So, the minimum longevity payment is $400; the maximum longevity payment is $1000.00.

Comparing Longevity Pay to the Proposed Pay Increase

  • Not all classified employees are eligible for longevity pay; everyone would receive the pay increase.
  • For those who are eligible, longevity is paid every year.  The proposed pay increase is only for one year.
  • An employee earning $13.50 per hour with 15 years of service would receive an $842.00 raise versus $600.00 in longevity.  If the same employee had 20 years of service (instead of 15), the longevity pay would be $800.00.
  • An employee earning $15.00 per hour with 25 years service would receive a $936.00 raise versus $1000.00 in longevity.
